Yes, but only with the right wavelength. Skin with more melanin needs a 1064 nm Nd:YAG laser, not a diode, not an alexandrite, and never IPL. The Nd:YAG wavelength travels deeper and is far less absorbed by surface pigment, so it reaches the follicle while leaving the skin alone.
Why the wrong device burns darker skin
The reason is simple: most hair removal lasers target melanin, and if your skin holds a lot of melanin, the laser cannot tell the difference between your hair and you. This is the single biggest reason people with Fitzpatrick IV through VI skin end up with burns, hyperpigmentation, or pale patches after treatment. The device was wrong for them. It was not a technique error and it was not their skin being difficult.
What should happen before your first full session
A few things should happen before your first full session. A test patch on a small area, then a wait of a week or two to see how your skin responds. Lower fluence with longer pulse durations, which spreads the energy out over time instead of dumping it fast. Spacing of six to eight weeks on the body, since hair on darker skin often runs coarser and the follicle needs a full growth cycle. And no recent sun, no self tanner, and no active tan for at least two weeks.
